The Single Status Agreement in Scotland was concluded in 1999 (The Red Book).  To meet the Agreement Glasgow City Council developed a Workforce Pay and Benefits Review (WPBR) in 2006.  The job evaluation scheme that was to be used to establish a harmonised pay structure between clerical and manual workers in the council contained some features, particularly a distinction between ‘core’ and ‘non-core’ pay and pay protection provisions that led to a significant number of equal pay claims (e.g. MacDonald and Ors v Glasgow City Council; HBJ Claimants v Glasgow City Council and Glasgow City Council v Unison Claimants). After a series of appeals were upheld, these led, in 2018, to the replacement of 2006 WPBR scheme.
